Highrise Residential Buildings (HRBs) are defined in the Building Safety Act 2022 as “Residential Buildings 18 metres tall or higher, or at least 7 storeys tall, with two or more residential units’’.
HRB Applications
Applications for new HRBs, including those formed by a change of use, adding additional storeys or major alterations to HRBs must be made to the Building Safety Regulator (BSR) rather than our building control or private sector building control approver
The BSR is a division of the Health & Safety Executive (HSE) and is the building control body for HRBs, as well as regulatory body for the building control industry.
In addition, all existing HRBs, whether being altered or not, must be registered with the BSR.

If our Building Control Department need to provide services on behalf of the BSR in relation to HRBs, we charge an hourly rate of £86.07 to recover costs.
The rate has been approved by the our chief financial (S151) officer and will apply to all HRB related work directed under the BSR.
