About us
Warrington is one of the most successful towns in the country, regularly being ranked as one of the best places in the UK for economic performance and quality of life for its residents. It has a recently adopted Local Plan which will deliver an average of 816 new homes per year until 2038. The Council is also supporting its economic growth by aiming to provide 168 hectares of employment land.
With Warrington’s economic success, regeneration and growth we need an experienced Clerk of Works to assist with the technical design and approval of all new developments and also to provide site supervision to manage day-to-day construction activities.
The role
The Clerk of Works primary function will be ensuring compliance to the specification of construction of highways that will become maintainable at public expense. The role will also support site supervision activities of major and minor schemes promoted through the council’s capital investment in highway infrastructure.
What's needed?
Experience
- Significant experience of inspecting and maintaining appropriately detailed records of construction activities, progress against programme and constraints, including recording of productivity of labour, plant and materials (E) (A,I)
- Considerable demonstrable experience of contract management techniques (E) (A,I)
- Significant experience of delivering projects and project management techniques (E) (A,I)
- Experience of working as part of a large multi-disciplinary delivery team (E) (A,I)
- Experience of inspection of temporary traffic management arrangements (E) (A,I)
- Significant experience and knowledge of the legal and statutory requirements relative to the delivery of infrastructure projects (E) (A,I)
- Experience of the statutory requirements and legalities in relation to Traffic Management and / or Collision Investigation and / or the Adoptions of Highways and / or the supervision of highway schemes (E) (A,I)
Skills and Abilities
- Ability to develop and maintain positive partnership working relations with contractors, sub-contractors, consultants and statutory undertakers as required (E) (A,I)
- Ability to interpret detailed and complex technical information from both documents and drawings and apply them practically (E) (A,I)
- Ability to work with staff with varied backgrounds and skills and work in a multi-disciplined environment (E) (A,I)
- Ability to compile and present reports and to provide responses to correspondence as required (E) (A,I)
- Highly developed interpersonal and communication skills with strong negotiating skills to be able to influence and convince, managing expectations and developing positive working relationships with a variety of partners, contractors and stakeholders (E) (A,I)
- Strong decision making skills ,setting appropriate targets and escalating issues and decisions as necessary (E) (A,I)
- Ability to analyse complex situations and issues and to develop solutions by co-operative working relationships with other stakeholders where appropriate (E) (A,I)
Education / Qualifications / Knowledge
- HND in Civil Engineering or similar technical discipline (E) (A,I,C)
- Knowledge of Chapter 8 Temporary Traffic Management Regulations and their application (E) (A,I)
- Knowledge of the application process for Street Works permitting (E) (A,I)
- Knowledge of legislation and procedures / guidance relevant to the obtaining and interpretation of Statutory Undertakers records (E) (A,I)
- Knowledge of CDM Regulations 2015 and roles and Health and Safety legislation relevant to the construction industry (E) (A,I)
- Full UK driving licence is required (E) (A)
- CSCS card (E) (A,C)
