Highway Technical Support Officer

It has a recently adopted Local Plan which will deliver an average of 816 new homes per year until 2038. The Council is also supporting its economic growth by aiming to provide 168 hectares of employment land.
As a result, we now have an exciting opportunity to work as a Highway Technical Support Officer within the Transport for Warrington Business Unit that sits within the Environment & Transport Directorate.
The role
The post holder will be involved in a wide range of work areas, including:

Technical support to the Principal Highway Engineer in relation to developer applications to amend the highway layout, known as Section 278 Agreements

Investigate and respond to Street Naming & Numbering requests, including the management of systems for recording and tracking responses to enquiries and producing performance information, and supporting processes for efficient work programming

Supporting other members of the team in relation to the undertaking of Highways Searches which are a key part of the house buying process
What's needed?
Experience
- Experience of corresponding with members of the public, Council Members, MP’s and stakeholders using all forms of communication.
- Experience of working in a technical support function associated with the delivery of highway or transportation disciplines
- Experience of working with computerised systems associated with management of technical highway data and information
- Experience of the legal and statutory requirements relative to the delivery of Highway or transportation functions
Skills and Abilities
- Ability to work with staff with varied backgrounds and skills and work in a multi-disciplined environment.
- Ability to develop co-operative working relationships with a variety of people in different teams
- Ability to work to set targets and tight deadlines
- Be able to demonstrate interpersonal, communication and presentation skills.
- Be able to organise, plan and determine priorities and manage workload to ensure deadlines are met.
- Ability to use spreadsheets and apply numeracy skills to support the budget management processes.
- Ability to research emerging legislation and technical requirements relevant to Highway Asset Management
- Ability to write reports and correspondence
- Ability to mentor junior staff members
- Ability to use a range of bespoke and corporate computer systems including the internet, intranet, GIS and email and highway management data systems
Other Requirements
- Full UK driving licence is required
- Knowledge of CDM regulations and roles and Health and Safety legislation relevant to the Highway
