The location of the South East Urban Extension(SEUE) is wrong. South Warrington is constrained by historic infrastructure (the Manchester Ship Canal and the Bridgewater Canal), the bridges which are swing constrain traffic movements No evaluation of the impact of bridge swings on traffic has been undertaken.

Summary of comments

The Parish Council challenges the requirement of 816 houses p.a. and the associated release of Green Belt. This runs contrary to the Borough's housing strategy (written in 2018) that identified 586 units p.a. and the 10 year average of completions at 567. The government should be challenged on numbers.

Why you consider the Draft Local Plan is not legally compliant or is unsound or fails to comply with the duty to co-operate

The draft plan does not align with the NPFF as it is not prepared positively in a way that is aspirational but deliverable. Instead it perpetuates a New Town rationale of town planning.

Support for the Fiddlers Ferry allocation but do not feel the allocation is visionary enough. The rail links should be developed supporting sustainable transport. Land to the west and north west could be opened up for housing and development this could include a new rail station for Liverpool- Warrington- Manchester connections.

Summary of comments

The proposed SEWUE follows an outdated model of locating housing in areas where the transport infrastructure is inadequate. Road improvements such as the upgrade to the A49 roundabout at Longwood and the Cat and Lion and a A49 junction strategic relief road will make congestion worse. Other proposals around Knutsford Road and Stockton Lane are poorly thought out. Suggested that a distributor road needs to connect directly to the M56 and be taken off the local network, In addition the B535 should not be stopped up as this will impact on local residents journey times.

The proposed allocation in south Warrington will make poor air quality worse. The current Air Quality plan has not been met and the Council has not spent adequate amounts on air monitoring in areas of concern such as Stockton Heath.

Summary of comments

The delivery of the Western Link Road is questioned. The budget is insufficient to meet the technical issues that the road will face including crossing the Manchester Ship Canal and the London to Glasgow rail line. The proposal will negatively impact on the character of Lower Walton. The road as a single carriage way will not have the capacity to meet future vehicle movements and will not alleviate issues in Stockton Heath, Grappenhall and Latchford. It will worsen issues in Stretton, Hatton and Daresbury.
