The housing numbers and employment land included in the draft plan are not justified and the Council could do more to protect Green Belt sites. Although the Council has tried to improve the use of brownfield land, we feel that more imagination could be used to repurpose land in the town centre which the changing nature of the High Street suggests could be better utilised at housing. Past rates of housing delivery suggest the targets for Warrington are undeliverable. Points supported by various detailed reports.

No justification for the scale of Green Belt release proposed. The proposed spatial options will not just lead to Green Belt loss but we will actually create infrastructure chaos as there are serious questions about how the existing highways network will cope with additional housing when it is already under great strain. Points supported by various detailed reports.

Object to the level of development proposed in South Warrington. Development to the south of the Ship Canal was always intended to be limited (refer to 1972 inquiry into the New Town). Constraints on south Warrington's transport infrastructure will not support the level of development proposed. There are existing air quality problems in south Warrington. Particular concerns about the impact on Stretton. Concerns about the proposed changes to the Cat & Lion junction, suggest the new link road should connect directly to the roundabout at J10 of M56. The risk to the delivery of the Western Link gives rise to further concerns about congestion in the Borough. Very little in the way of detail regarding the enabling infrastructure (highways) required to support the development. Concerns about the impact of stopping up Stretton Road which will have serious implications for the village. Points supported by various detailed reports.

The economic growth aspirations do not justify the loss of Green Belt for employment land. The choice to use this employment land for logistics, at a site which is not multi-modal, is unsound for environmental and highways reasons. Points supported by various detailed reports.

There is no justification for the scale of Green Belt release proposed. The release of Green Belt land throughout the proposed local plan area is both unjustified and unsound. It will remove valuable agricultural land from productive food production and will cause untold harm to the environment. It clearly flies in the face of complying with climate change requirements and promoting a move to a carbon neutral future. Points supported by various detailed reports.

Town Centre regeneration requires more emphasis in the plan. There should be a greater focus on repurposing land in the Town Centre to reduce the impact on Green Belt sites.
