The plan is fixated on building on greenfield sites without justification. There is no evidence that the plan includes extensive land and plots owned by WBC. The SHLAA relies on the 2016 call for sites which is outdated. There is no evidence that exceptional circumstances for development of Green Belt land have been demonstrated and the use of brownfield sites has not been maximised. There is no mention in the plan of the future of Warrington Hospital. The development proposed will have a significant impact on the already insufficient MSC crossings. The impact of climate change is not fully considered within the plan, along with measures for greener energy production. The plan would generally favour developers' ambitions, contrary to government guidelines.
