No. of proposed new homes higher than recent growth estimates suggest are necessary - volume of houses not justified. Homes in SEWUE will not be affordable. No evidence to suggest shortage of available housing in area - shortages lie in social and affordable housing. Economic growth not guaranteed through development of commuter homes and creating low skilled employment opportunities. Plan is developer driven.
Setting 18 year strategy is ill advised in light of COVID-19. Proposed employment land not backed by economic strategy. Lack of vision/ambition - delivery of primarily low skilled/low paid jobs. Estimated no. of jobs inflated due to increasing automation of logistics facilities. Most residents of new development will commute elsewhere for work. Scale/type/location of proposed development will have catastrophic environmental/ecological impact. Plan contradicts declared climate emergency. No meaningful environmental assessment carried out. Damage to distinctiveness and identity of villages - recently built developments not sympathetic to character of area. Plan does not demonstrate sustainability - inconsistent with national policy.
Location of proposed developments increases reliance on vehicle usage and already overstretched infrastructure. Impact on HGV's not considered in plan. No strategy to address increased pollution from increased traffic as a result of poor public transport links. Plan provides no clarity on funding/delivery of infrastructure. No details to address existing issues with road network - particularly in South Warrington. No traffic assessment or impact assessment on local infrastructure. Uncertainty on whether infrastructure policies are deliverable and meet assessed needs.
Plan provides no clarity on funding/delivery of infrastructure. Uncertainty on whether infrastructure policies are deliverable and meet assessed needs.
No justification for Green Belt release, does not meet exceptional circumstances - disproportionately impacting South Warrington. Assurances should be given that brownfield land will be developed first - plan currently based on desires of developers. No infrastructure in place to support development. Logistics facilities will have negative impact on surrounding areas. Opportunity to regenerate town centre and brownfield land not adequately explored.
