Welcomes the removal of SWWUE from plan. Plan continues to perpetuate the rationale of past New Town planning and, therefore, does not align with NPPF policies stating that plans should 'be prepared positively, in a way that is aspirational but deliverable ? . Majority of proposed housing in South Warrington is not sustainable - realistic opportunities to improve transport infrastructure are extremely limited and this does not comply with NPPF para 105. In relation to air quality, plan is not in line with declared climate emergency. Greater focus needed on air quality monitoring. LTP4 is vague and doesn't address issue of car dependence.

Case for Western Link severely compromised since SWWUE has been removed from plan. Concern that such a complex and technical scheme for a single carriageway road at ?212m budget is unrealistic. Believes that the Outline Business Case is such that the scheme is undeliverable. South Western Terminal will severely impact character of Lower Walton. Western Link is nearly irrelevant to local travel needs in Stockton Heath, Grappenhall and Latchford; the potential for HGVs and private car rat-running through the villages of Stretton, Hatton and Daresbury is a cause for concern.

The transport infrastructure requires a complete strategic review which will enable housing development on brown field sites first before green belt land is considered. There must be a complete transport infrastructure and LTP4 should be the master plan upon which the Local Plan is based.
