Questions whether housing need is realistic, notes that previous build no.'s have been significantly lower than this, questions whether timescales are robust. Mismatch between the estimated need and development plans for percentage of affordable housing. Questions how developers will achieve 'affordable' house prices without an external funding source. Quality of all new housing should be high, particularly with regard to energy conservation. Questions whether there is consideration in development plan for renewal of existing housing stock to make it better fit for need. Brownfields should be developed as a priority over Green Belt.

Suggestion of mass transport system to support travel from South Warrington lacks detail - needs to be built into process at an early stage. Plan lacks further development on rail links beyond HS2 and the Northern Rail link. Plan fails to address transport structure with regards to MSC/River Mersey.
