The Council must notify the various persons and organisations set out in the Regulations and any persons who have requested to be notified. No such notifications have been provided or received. Thereafter, the plans do not appear in the LDS and as such the proposal fails on this limb alone.

The proposal does not comply with the appropriate strategy of the local council as the land in question does not represent development site (given the greenbelt status and lack of fundamental lack of infrastructure in the surrounding area), finally there has been no proportionate evidence delivered nor presented upon which the development has been presented.
