UPSVLP 2165
The plan includes reduction of green belt in Warrington by 5%. Almost all land targewts is in the "Urban Extension" in this area. None of the loss of Green Belt is properly justified. The Green Belt boundary was put in place 7 years ago, supposed to be good for 20 years.
There is no justification for predicted growth. There is no need for the volume of housing and mass of employment land. No justification for the scale of Green Belt release. Ecological impact has not been properly assessed, eg harm to air quality and local ecology. There is lack of clarity on the means of delivery. Very significantly, there is no explanation of how the already poor transport infrastructure in South Warrington could cope with increased levels of traffic.
Although there have been some changes since the proposal in 2019, there is no evidence that there is more emphasis on the Town Centre and taking strategic advantage of Warrington's rail links, for example. The Plan increases the town's reliance on road transport, there is still noc lear plan to improve local roads and no guarantee that infrastructure will be in place before houses are built.
The new plan does not include any change in approach or thinking. The focus seems to be on using Green Belt as a first resort to solve problems, rather than placing mrre emphasis on the Town Centre.
