Why you consider the Draft Local Plan is not legally compliant or is unsound or fails to comply with the duty to co-operate

I consider that the DLP is unsound in that while the Transport Model Testing for the Warrington road network as a whole indicates that the increase in delay times etc may be acceptable, overall it does not consider the pinch points in the local road system associated with crossing the Bridgewater and Ship Canals

There are no improvements proposed to address the crossings of the Bridgewater at Lumb Brook and Stanny Lunt Bridge which are subject to one-way working due to the width constraints. An increase of the traffic from thousands of new houses will soon make these bottlenecks practically unusable a peak times and will force traffic onto the A49, which is already very congested through Stockton Heath High Street, and onto the A50, the link road to the M6/M56 Junction which cannot cope effectively with the current local traffic.

Also, the swing bridges over the Ship Canal are obvious bottlenecks and increasing the capacity of the proposed high-level crossing will not do much to solve this as it just links to the local roads, which there don't appear to be any plans to improve. Any new high-level bridge should at least cross the Bridgewater Canal as well.

It appears that WBC does not want the Residents of the new housing estates to access Warrington Town Centre and is encouraging them to commute to Manchester and Liverpool via the Motorway system, using Warrington as a dormitory, while causing misery to those using the unimproved local roads

In summary, the proposed Plan does almost nothing to improve the "efficiency of the transport network, tackling congestion, reducing carbon emissions and improving air quality" and so cannot be considered as Sound.

Modification if applicable

The plan should model the existing local road network around the crossing points at the Bridgewater and Ship canals and implement improvements to ensure that the traffic flows smoothly and efficiently when flows are increased by the construction of the new houses in South Warrington without relying on everyone walking and cycling which is unlikely to happen, even though it is desirable.
