Why you consider the Draft Local Plan is not legally compliant or is unsound or fails to comply with the duty to co-operate

In the previous draft local plan a commitment was made to ensure that infrastructure was put in place prior to any development (beyond those allocated at Grappenhall Heys, Appleton Cross and Pewterspear) in south Warrington. The current draft version notes the need for infrastructure to support development however the wording is weakened such that development could be brought forward ahead of the infrastructure of a case could be made for it by the developers. A coordinated plan with regards to phasing of infrastructure is required to ensure existing Residents are not adversely affected by additional pressures placed by the development. In addition given the location away from strategic sustainable travel modes and limited public transport in south Warrington (1 bus per hour on London Road) a holistic travel plan is required. This should reduce reliance on car travel in south Warrington through new links to the town centre is required to ensure this is a truly sustainable development for the current time.
