I am no expert in the above but I feel that it is too generalised. It does not concentrate sufficiently on brownfield sites, and releases greenfield sites to easily, which will cause developers only to look at greenfield sites. There does not seem to been enough joined up thinking with regard to providing infrastructure to support development of greenfield sites. There needs to be tighter legal requirements for infrastructure to be completed first.
