Should the SWWUE be reintroduced, either via the emerging plan or future revisions, then Mr J Smith's site should continue to be included within it.

Summary of comments

Our representations relate to our client?s interests in the Higher Walton area, with specific regard to the omission from the plan of the proposed South West Warrington Urban Extension (SWWUE). A site location plan is appended at EP1, showing the extent of our client?s land ownership. It is noted that the revised plan now proposes to omit the SWWUE (formerly Policy MD3 within the Proposed Submission Version Local Plan ? March 2019). This allocation would have helped in meeting the identified housing needs in the Borough. The site benefits from good access, and we are not aware of any issues relating to land contamination, trees, topography or ecology that could not be mitigated by any proposed residential scheme. Furthermore, it is in Flood Zone 1 on the Environment Agency flood risk map, which means that it has a low probability of flooding. To conclude, the site is suitable, available and achievable for residential development, and we would support its proposed release from the Green Belt under the SWWUE. It is considered that the site could make an early contribution towards achieving the very high housing requirement in the borough, and could come forward in the short term, subject to the masterplanning requirements within the SWWUE.
