About us

The Council's Estates and Valuation team manages a property portfolio worth in excess of £1 billion. Reporting to the Service Manager for Property & Estate Management, the post is responsible for the efficient and effective management of the estates and valuation function for the Council. This requires technical property valuation and management techniques, ensuring appropriate governance, maximizing the benefits associated with property and managing a team of professional and support staff to be motivated and perform to high professional standards. This includes responsibility for the Council’s recently acquired £600 million property investment portfolio. An experienced and enthusiastic team of ten surveyors, technicians and support staff will support the role alongside access to other internal Council professionals (finance, legal and planning) as well as external private sector specialist support.

The role

The successful candidate will lead, manage and motivate the estates team, valuation team and Warrington market teams to perform to a high standard, to contribute to a successful property service for the Council, in a modern environment of reducing base resource and alternative delivery opportunities.

You will contribute to corporate strategy within the policy framework, develop strategies to support the Property & Estate Management function to ensure effective and efficient delivery of tasks and activities. Establish and maintain effective project governance, processes and systems in accordance with Council protocols and to ensure the production of project plans and progress reports as required.

You must lead the management for the performance and income generation of the Council’s investment property portfolio generating in excess of £30 million per year.

The service operates in a culture of securing opportunities for best value for the Council in all property transactions. This needs an understanding of both maximising commercial opportunities and also social and operational benefits.

You will ensure statutory and professional guidance compliance in management and valuation of the property portfolio and provide estates advice, support and service to all clients of the property team.

It will be necessary to communicate on a regular basis with Members of the Council, Senior Officers, Other Sections of the Growth Directorate, other Council Directorates, Partners, Developers, Property Industry, public/statutory agencies and the public.

 It is necessary to maintain professional contacts within the region, both in the private and public sectors.

It is also necessary to support the wider roles of the directorate and Council, working in a local authority environment to deliver property solutions and outcomes in line with the Council’s ambitions.

What's needed?

Applicants must have:

· Experience of managing professional, technical, support and administration staff in a number of different teams 

· Experience of developing, leading and delivering strategies to improve performance of a team 

· Experience of acquisition and management of £500 million property investment portfolios 

· Experience of managing property investment portfolios generating £30 million year rental income 

· Experience of asset management work and stakeholder consultation 

· Experience of complex property valuation issues 

· Experience of commercial negotiations over property values 

· Experience of property management, landlord & tenant work and property advice 

· Experience of client liaison and business related property advice 

· Experience of statutory valuation work to meet client specification

· Experience of working in Local Authority property 

· Experience of working in a customer focused environment 

· Experience of effectively managing budgets
