No justification for predicted levels of growth, no sound connection between aspirational growth and spatial plan. Extensive Green Belt development is contrary to national policy. Plan should encourage developers to prioritise building on brownfield land near the town centre to avoid release of Green Belt and to minimise car-based trips. No consideration of existing levels of traffic congestion or the impact of the proposals on congestion. Proposed infrastructure provisions do not address existing or future levels of traffic congestion. No evidence to show essential infrastructure can be delivered in terms of timescale and funding. Proposals will lead to unacceptable level of harm to air quality and environment.
