Why you consider the Draft Local Plan is not legally compliant or is unsound or fails to comply with the duty to co-operate

The policy recognises that the existing road network cannot accommodate the level of growth proposed for the site without significant mitigation measures. I believe that this lies at the heart of massive local opposition to the proposed development. Specific transport proposals should be agreed before any change of use is approved and should be implemented before any housing development starts. There needs to be access/egress to the west (A49) and South-west. To rely on eastern access (presumably via Mill Lane) would cause chaos on the roads, particularly at rush-hours. Delph Lane is already dangerously busy for such a narrow road and the southern route via Blackbrook Avenue is unacceptably busy at peak times, particularly noting that a busy pedestrian route to the school crosses the road..
By not satisfactorily addressing these issues I believe the Council is failing in its obligation to Co-operate with the local population.

Modification if applicable

Co-operation could be demonstrated by agreeing transport modifications with the local population prior to any commitment to agreeing other change of use for the Peel Hall area.
