Why you consider the Draft Local Plan is not legally compliant or is unsound or fails to comply with the duty to co-operate

There is a once in a lifetime opportunity to place make Stretton village and the surrounding urban extension. The plan is weak in how this can be achieved to a high standard and to the benefit of existing Residents and those of the new developments that will fund the scheme. My concerns are-
1. Stretton village centre should be focused on and around St Mathews grade 2 listed church which is designated a world heritage site. The footpath to the west of the church running up Spark Hall close is the site of a Roman road. These important historical features need to be recognised and a vision promoted in the plan of how it could be achieved with further discussion at the development framework stage. Features such as through traffic should be stopped going past the church and ideally a predestinarian area and village green created which will assist in preserving and improving historical features and would be recognised as a positive benefit within the plan.
2. Highways - Insufficient detail on how the proposed new roads will address the inadequacy of the current road network and provide the additional capacity required for the new development. Also more detail on how the impact of the major new road connecting to the A49 can be ?insulated? from the proposed and existing Residential areas in terms of noise and pollution. Also there were two options for this connection to the A49, why? Surly the option that best serves the functional needs of the development and provides the best improvement for the amenity and place making principles mentioned above should be promoted. The provision for recreational use along the trunk road corridor should also be indicated.
3. There is an opportunity to replace less than ideal facilities at st Mathews primary school with the other educational facilities as indicated on the plan. This site should be promoted as part of the place making element for Stretton village.
4. Leisure and recreation should be aspirational and future proofed. The proposals do not sufficiently give how the plan will allow leisure and recreational activities along highways and footpaths to allow activities like cycling and horse riding (the development boarders a significant rural area which have equestrian facilities presently no bridle way?s exist in the area and horse riding conducted on the highways is hazardous).
