I believe the South Eastern Warrington Urban Extension (SEWUE ) of the draft local plan is unsound as it does not meet requirements of various paragraphs of the National Planning Policy Framework (NPPF) 2021 as detailed below:
Paragraphs 35 b and 35 d : It is not an "appropriate strategy" (i) it includes inappropriate use of green belt land when Warrington has many brown field sites available therefore it does not take into account ?reasonable alternatives?. It does not take into account existing transport and infrastructure shortfalls within the South East Warrington area which already cause an unacceptable amount of disruption, and would become untenable with the amount of development and increased population proposed.
Paragraphs 174 (a), (b), (d) and (e) and NPPF 2021 paragraph 180 (c) : the draft plan clearly does not ?protect and enhance valued landscapes, sites of biodiversity or geological value and soils?. It also fails to ?minimise impacts on and provide net gains for biodiversity? as its location will undoubtedly put important natural habitats at risk of irreparable harm - specifically Ancient woodland at Lumb Brook Valley. It also clearly does not ?recognise the intrinsic character and beauty of the countryside,
and the wider benefits from natural capital and ecosystem services ? including the economic
and other benefits of the best and most versatile agricultural land, and of trees and woodland.?
I terms of the duty to co-operate, as a South East Warrington Resident, I would not have know about the so-called "consultation" had I not accidentally come across it on social media. This does not amount to a consultation.
Reduction of the amount of Green Belt land to be used, and distance between any development and the Ancient Woodland and agricultural land.
The plan must give more information about how the increased transport and infrastructure requirements are to be met.
The plan must indicate how the character of local villages is to be maintained.
