At a meeting of full council on 4 December 2023, the council adopted the Warrington Local Plan 2021/22 – 2038/39 as the development plan for the borough.

Policy MD3 - Fiddlers Ferry of the adopted Local Plan sets out the development principles for the former Fiddlers Ferry power station site, which is allocated to deliver 860 news homes and 101 hectares of employment land over the plan period.

One of the key policy principles of policy MD3 is that the final form of development at Fiddlers Ferry will be determined through the preparation of a comprehensive site wide development framework. The development framework includes a more detailed masterplan for the site and a strategy to ensure the timely delivery of the required supporting infrastructure.

The Fiddlers Ferry development framework has been prepared by the site’s landowner Peel NRE, with oversight from council officers in the development management and planning policy team. 

As required by policy MD3, the Development Framework was considered and agreed at a meeting of the council’s cabinet on 9 September 2024, and is now a material consideration in the determining of planning applications across the allocated site.
