Suggested modification to allow for the full assessment of impact on both designated and non-designated heritage assets under paragraphs 199 to 203 of NPPF. Also requirement should be added to the policy for a full archaeological survey to be carried out under the full guidance of The Battlefields Trust.
Concerned about the location and quantity of proposed development in Winwick. Impact will be unacceptable on the area. Already limited capacity in school provision, public transport and local amenities. The development will create reliance on private vehicles and will increase pollution and congestion. The proposals fail to recognise the existing electricity pylon route which crosses the site. The site has no regard for the non-designated heritage asset of the setting of the battle of Maserfield and the designated asset of the Battle of Winwick. The Council has not properly assessed the impact of proposed development on the registered battlefield. The assessment made by the Council in relation to impact is incorrect. On reading the final version of the plan (September 2021), the council has disregarded many of the respondents suggestions without due cause or explanation. This clearly goes against the intention of the National Planning Policy Frameworks revised 2021 with respect to the Local People. The consequence of the NPPF 2021 paragraph 15, the Local People do not see the council's proposed local plan as a future platform to shape their surroundings in the borough of Warrington. The result being the council's proposed local plan 2021-2038 can not be brought forward as the legally binding planning document for Warrington, this is the consequence of the NPPF 2021 paragraph 15. In addition, despite the global climate crisis, the plan proposes new development which will have a consequential impact on the climate through inapproriate development proposals and will contribute to the atmospheric pollution of the Earth.
